Riley Poynter and Sam Clark chose for their Eagle Scout Service Projects to build items that will enhance our community.
Riley Poynter, 16, is a junior at the NCCA STEM Institute and a member of Boy Scout Troop 222. Riley became interested in creating raised garden beds for his Eagle Scout service project after volunteering at the CFUMC food pantry earlier this spring. He hopes to attain the rank of Eagle Scout by the end of the year.
Sam Clark is working to attain the rank of Eagle Scout by the end of fall. He built and installed seven park benches around the walking track at Legion Field.

- There were three open record requests, two certified disposition requests and one DDS suspension withdrawal processed.

PATROL
- On September 14, CPD patrol officers responded to an argument call at Rainbow Homeless Shelter where a female was put out by the staff. Officers responded different times to Rainbow for the same issues involving the same female. She was subsequently removed from the property.
- On September 14, CPD officers responded to Right Choice Motors in response to a stolen 2008 Jeep Wrangler. Employees let a female from Ringgold, GA test drive the vehicle and she never returned it. The Jeep was put onto GCIC as stolen.
- On September 15, while on patrol, officers heard yelling coming from the triplex apartment at 3185 Conyers Street. All of the subjects were identified and three had outstanding warrants. However, the Newton County Sheriff’s Office would not accept them into the jail and they were released. One was transported by EMS to Piedmont Newton due to being under the influence of some type of narcotic.
- On September 15, CPD officers responded to Piedmont Newton and an address on Sterling Lane in reference to elderly abuse involving the same person. The victim stated that he was receiving proper care at the residence and that his caregivers were not giving him his medications. The male required further medical attention and was transported to Piedmont Athens. Code Enforcement and the Covington Fire Marshal's responded in reference to the home being used for an assisted living home. Code Enforcement and the Covington Fire Marshal’s office issued several citations to the homeowner. CID was also notified and responded to the scene. This case is still under investigation.
- On September 15, CPD Officer Dial made a traffic stop on Nixon Circle for a traffic violation. The male driver appeared to be under the influence of some type of narcotic. EMS was called and he was transported to Piedmont Newton. It was believed that he had eaten a bag of synthetic marijuana while being pulled over. The vehicle was searched and marijuana, synthetic marijuana, ecstasy, a pistol and scales were located. Warrants were taken on the male subject.
- On September 15, a male subject was arrested, charged and transported to the NCSO jail. He was charged with loitering and prowling after he was found at 4129 Hunt Street looking in the window and going to the back door. This subject was also criminally trespassed from the older section of Clark’s Grove. He had been previously criminal trespassed from the new phase of Clark’s Grove.
- On September 18, CPD officers responded to an assault on 7120 Washington Street. The male victim's face was cut (small laceration) by a female with a kitchen knife. The female was arrested and transported to the Newton County Detention Center
CID
CID Sgt. Allan Seebaran examined Person Crimes and Property Crimes CID detectives worked for September 14 to September 20, 2020 and compared them with the previous two years. He found the following results:
i. PERSON CRIMES: From September 14-20, 2018, there were ten reported person crimes; from September 14-20, 2019, there were five reported person crimes; and from September 14-20, 2020, there were five reported person crimes. There was a 50% decrease (from ten to five) in reported person crimes from September 14-20, 2018 to September 14-20, 2019. There was no change in reported person crimes from September 14-20, 2019 to September 14-20, 2020. There was a 50% decrease (from ten to five) in reported person crimes from September 14-20, 2018 to September 14-20, 2020.
ii. PROPERTY CRIMES: From September 14-20, 2018, there were 17 reported property crimes; from September 14-20, 2019, there were 11 reported property crimes; and from September 14-20, 2020, there were 31 reported property crimes. There was a 35% decrease (from 17 to 11) in reported property crimes from September 14-20, 2018 to September 14-20, 2019. There was a 182% increase (from 11 to 31) in reported property crimes from September 14-20, 2019 to September 14-20, 2020. There was an 82% increase (from 17 to 31) in reported property crimes from September 14-20, 2018 to September 14-20, 2020.

Economic Development
Economic Development Manager William Smith asked "Where's William?" in the September 13th Weekly Report. Did you guess Gwen's Island Diner? Gwen's Island Diner is located at 7100 Washington Street and brings the Caribbean to Covington with its Caribbean-American cuisine.
ROSES STORE COMING TO OLD K-MART
Regional retailer Roses has announced plans for a Covington store. The business will be located off Turner Lake Road in the former K-Mart and will sell food, clothing, home furnishings and electronics.
“We are very excited to bring this type of development to the City of Covington, and hope to work with the city on other economic development projects” said property owner Bhushan Khanna.
The 37,000 square foot development will end a nearly two-year vacancy for the building, located off exit 90 on Interstate-20. Also occupying a portion of the space will be 547 climate-controlled storage units to be opened following Roses.
“We look forward to welcoming Roses and NexGen storage to Covington and filling a large vacancy at one of our city’s gateways,” said City of Covington Economic Development Manager William Smith. “Our next goal will be to work with Mr. Bhushan and see what additional development we can bring to the 10-acre parcel.”
With currently more than 20 Georgia locations, Roses was founded in 1915 in North Carolina and plans to open their Covington location by late November 2020.

The 14-day case rate decreased from 150 to 121. Overall positive test rate is now at 6.3%. Dr. Arona from the Gwinnett Newton Rockdale Health Departments reported that there are now two new vaccines entering Phase 3 trials which makes a total of seven vaccines in Phase 3 trials that the U.S. is supporting.
