State Approves Orange County's Variance to Move into Next Phase of Stage 2 Reopening

Earlier today, the County’s Variance Attestation was approved by the State of California paving the way for the County to accelerate through the latter phase of Stage 2 of the State’s Resilience Roadmap immediately.

The following business sectors can move into the next step of the re-opening process effective immediately, with the proper safety protocols in place:

Restaurants:

  • All in-person dining and outdoor patio seating must be spaced to ensure 6 foot physical distancing requirements are met at all times;
  • Face coverings must be worn by all patrons at all times when not eating or drinking;
  • Bars are not allowed to be open at this time.

Other Business Sectors:

  • Retail shopping with social distancing including at malls and outlet center, plus curbside pickup
  • Manufacturing (visit State of California website for details)
  • Offices (when telework not possible)
  • Limited Personal Services (visit State website for details)

Laguna Beach businesses must follow all State and County guidance to create a safe environment for their employees and patrons.

Phase 3 Businesses May NOT open. These businesses include, but are not limited to:

  • Personal services such as hair and nail salons, gyms and fitness facilities
  • Hospitality services, such as bars, wineries, tasting rooms and lounges
  • Entertainment venues, such as movie theaters, gaming and arcade venues, pro sports, and libraries
  • Community centers, public pools, playgrounds and picnic areas
  • Theme parks

The Orange County Health Officer today issued a new Health Officer’s Order and additional strong recommendations to help slow the spread of COVID-19 in Orange County as more businesses move toward re-opening.

Prior to reopening, all restaurants and businesses must complete the following process per the California Department of Public Health:

  • Perform a detailed risk assessment and implement a site-specific protection plan
  • Train employees on how to limit the spread of COVID-19, including how to screen themselves for symptoms and stay home if they have them
  • Implement individual control measures and screenings
  • Implement disinfecting protocols
  • Implement physical distancing guidelines
Face coverings are still required to be worn inside businesses by customers and workers and in public spaces when physical distancing can not be maintained.

City of Laguna Beach Dedicates Village Entrance Project With Ribbon Cutting Friday

Friday, the City of Laguna Beach held a ribbon cutting to announce the completion of the Village Entrance Project, a two-year project focused on enhanced pedestrian safety, improved traffic flow and circulation, and new public open space. The project was completed on time and on budget for the community.

The Village Entrance Project stretches from Forest Avenue up Laguna Canyon Road to Art-A-Fair, at the gateway to the City of Laguna Beach. To adhere to social distancing guidelines, Friday's ribbon cutting was held virtually and broadcast LIVE for the public on the City's Facebook page.

Laguna Beach Mayor Bob Whalen, Mayor Pro Tem Steve Dicterow and Councilmember Toni Iseman help dedicate the Village Entrance Project Friday in Laguna Beach.

Laguna Beach Village Entrance Project Highlights:

Wide multi-use trails made from decorative concrete and decomposed granite to create a pedestrian-friendly environment, including many bicycle racks and rammed-earth seat wall benches.

Extensive landscaping throughout the site, including the planting of 75 new trees, 3,250 shrubs and 50 flats of ground cover.

Decorative fencing along the drainage channel to replace the chain link fence.

New wider vehicle bridge and a new pedestrian bridge at Lot 10 to improve vehicle access, parking circulation and separate vehicles from pedestrians.

New bridge to provide vehicular and pedestrian access to parking from Laguna Canyon Road, and a total of six electric vehicle charging stations in Lots 11 and 12.

“The Village Entrance Project’s new pedestrian walkways, benches, bike racks and beautifully landscaped green spaces create a first impression to the City of Laguna Beach that we can all be proud of,” said Laguna Beach Mayor Bob Whalen. “And at a time when outdoor activity is so important to our community, this project’s completion comes at the perfect moment.”

All Laguna Beach City Beaches and County of Orange beaches within the City of Laguna Beach are open all day on weekdays and weekends for active recreation only.
All Laguna Beach trailheads are open to the public. Physical distancing guidelines must be observed.
