The lighting of the Square signals the beginning of the holiday season in Covington! A 30-foot Christmas tree and lights around the square, down the Cricket Frog Trail and at Legion Field will make downtown Covington a magical holiday haven!

MAGNOLIA DRIVE-IN @ LEGION FIELD

The second drive-in movie of the year was held at Legion Field on Friday, October 30th. The first movie, "Goosebumps," started at 6 p.m. and was followed by the 1984 version of "Ghostbusters" at 8:15 p.m. Thank you to everyone in attendance and to the Covington Police Department for handing out candy to attendees!

Board & Committee Member Highlight

BARBARA MORGAN, DOWNTOWN DEVELOPMENT AUTHORITY

The Downtown Development Authority focuses on improving and supporting business development in our downtown district. The DDA supports the cities façade improvement program and downtown revolving loan fund.

Barbara M. Morgan, as a newspaper reporter and columnist, covered state government and later served as the first woman news secretary to a Georgia governor. As a volunteer, she was chair of the Atlanta Community Food Bank and locally the chair of the Friends of Newton Parks and the Community Foundation for Newton County. Currently she manages Morgan Plaza on Pace Street, a family owned shopping center over 40 years old.

Freddy Morgan has been selected as the City of Covington's Assistant City Manager. Freddy has served as the City's Electric Director since 2017. The City conducted a thorough nationwide search that yielded 70 very high-caliber candidates. Approximately 70% have advanced degrees and over 50% applied from out of state. There were six strong internal candidates that made the top 25 list, four of which received a second, final interview.

City Manager Scott Andrews said, "Freddy provides boundless optimism, leads by example in all that he does, and is a total team player. We are blessed to have a team stocked with this much talent. I am certain that Freddy will serve the City well in this new capacity and make Covington proud. As the ACM Freddy will directly serve the Gas, Electric, IT, 911, and Public Works departments."

MUTUAL AID

The City of Covington Electric Department sent Mutual five line personnel (Mike Jones, Jeremy Kitchens, Kahle Mason, Ivan Ivester and Cameron Rusk) to assist Marietta Power and Cobb EMC from October 29 - November 1, 2020 after Tropical Storm Zeta. In Covington, damage caused by Zeta included:

  • 2000 customer outages
  • Replaced three broken primary poles
  • 17 spans of wire down
  • 12 service wires down
  • Right-of-way removed 6 trees off of primary lines

The Municipal Electric Authority of Georgia (MEAG) and City of Marietta sent the below messages:

Please send my thanks to the city of Covington! They had a crew in Marietta helping restore our power last week and it was great to see our cities helping one another. This crew specifically was working on Holt Road near Wheeler High School to repair lines from a massive tree that had fallen though I’m sure they were working other places as well.   6. A total of 150 separate case files for the week were scanned into Courtware Software.

  8. The office has received 174 emails and responded to internal and external customers accordingly.

Collegiate Week Blankets: Alpha Delta Pi

Alpha Delta Pi Sorority held its annual Week of Service for all collegiate and Alumna Association Chapters to participate during the week of October 24-31. All sisters are encouraged to give back to either Ronald McDonald House Charities or to local organizations within their community. Sisters of the Theta Upsilon Chapter and Alumna Association decided to make the no-sew, tied knot fleece blankets for their focus during their Week of Service. The collegiate chapter decided to donate their blankets to the Hospitality House for Women in Rome, while Alumna were encouraged to donate blankets to their local shelters, hospitals or nursing homes.

Alpha Delta Pi is the oldest secret society of college women in the world, founded May 14, 1851 at Wesleyan Female College, Macon, the world’s first chartered college for women. Theta Upsilon chapter is located at Shorter University, Rome.

Patrol

  1. On October 26, CPD patrol officers responded to Dollar General on Washington Street in reference to an indecent exposure report. A young slender black male approached a female victim and asked to take a picture of her foot. After taking the photo, the male dropped to the ground and grabbed the female’s foot and proceeded to lick it and put his other hand down his pants. A similar incident occurred the previous afternoon at the Dollar General on Hwy 36. Detective Jeff Bruno began investigating the case and later arrested the suspect identified as Batty Brewer.
  2. On October 27, CPD officers responded to a bomb threat at Bridgestone Golf. A note was left outside of the building and in the shrubs regarding the threat. The building was cleared by the Newton County Sheriff Office’s bomb dog and nothing was found. The individual who found the note was suspected of writing it and taken in for questioning. This suspect also had warrants out of Walton County and was later turned over to their jail. This case is still under investigation.
  3. On October 29, CPD officers responded to Walmart for a shoplifting call in which two juveniles had taken a bookbag full of clothing valued at $91.47. Department of Juvenile Justice was contacted, and the two juveniles were turned over to their parents. One of them gave Officer Daniels a false name and it was discovered that he was a runaway out of Social Circle.
  4. On October 29, CPD officers responded to Turner Street where the back glass of a Chevrolet Tahoe was hit when four shots were fired from a firearm(s). The suspect vehicles are a black box style van, occupied by two black males, and possibly a white Silverado with “Walkerboy” on the back glass. One 9mm shell casing was located.
  5. On October 31, CPD officers responded to Planet Fitness in reference to a theft. An unidentified male entered the locker room and cut the locks on 3 lockers. The only item taken was a wallet from one locker. This case was turned over to CID.
  6. On October 31, CPD officers responded to a burglary on West Street. A male broke into his ex-wife’s apartment by gaining access through a window and took the victim’s wallet. Officers later located the male with the wallet and discovered that he had a TPO against him. The male was arrested and transported to the NCSO and warrants were taken for burglary and aggravated stalking.

CID

CID Sgt. Allan Seebaran examined Person Crimes and Property Crimes CID detectives worked for October 26, 2020 to November 1, 2020 and compared them with the previous two years. He found the following results:

  • PERSON CRIMES: From October 26 - November 1, 2018, there were seven reported person crimes; from October 26 - November 1, 2019; there were three reported person crimes; and from October 26 - November 1, 2020, there were eight reported person crimes. For the dates of October 26 - November 1:
  1. There was a 57% decrease (from seven to three) in reported person crimes from 2018 to 2019.
  2. There was a 166% increase (from three to eight) in reported person crimes from 2019 to 2020.
  3. There was a 14% increase (from seven to eight) in reported person crimes from 2018 to 2020.
  • PROPERTY CRIMES: From October 26 - November 1, 2018, there were 30 reported property crimes; from October 26 - November 1, 2019; there were seven reported property crimes; and from October 26 - November 1, 2020, there were 17 reported property crimes. For the dates of October 26 - November 1:
  1. There was a 76% decrease (from 30 to seven) in reported property crimes 2018 to 2019.
  2. There was a 143% increase (from seven to 17) in reported property crimes from 2019 to 2020.
  3. There was a 43% decrease (from 30 to 17) in reported property crimes from 2018 to 2020.

Support services

Accreditation Manager, Lieutenant Mark Jones, is in the process of conducting the CPD’s first year review for CALEA accreditations.

The Covington Police Department went to Covington FUMC Preschool on October 28 and handed out bagged candy to ten different classrooms. Officers greeted and gave candy to 150 children ranging from ages one to five. Capt. Malcom, Sgt. Partee, Off. Canty, Off. McFarlin and Chaplin Stowe helped hand out candy.

The 14-day case rate has decreased from 116 to 106 in Newton County within the last week. However, Dr. Arona stated that our updated 14-day case rate remains in the High Transmission category. The overall positive test rate is now at 7.2% which has increased from 6% in the last week.
