Father Carter drove around his parish daily during the lockdown, stopping at each parishioner's home to impart a Eucharistic blessing from his car as the family stood at the curb. Father Carter provided a pastoral example for all pastors to follow, "going out" when it's not possible for the sheep to "come in".

Father Carter followed in the footsteps of his predecessor, Servant of God Fr. Patrick Ryan, pastor of Saints Peter and Paul parish from 1872 to 1878, who gave his life in ministering to his flock during the yellow fever epidemic of 1878 when he was only 33 years old.
