What's Happening in the #PAHouse WEEK OF JULY 13, 2020

The House will resume session on Monday, July 13, for a two-day session week. The top agenda item is an amendment to the state Constitution. After being amended in committee, SB 1166 would limit a governor’s emergency declaration to 21 days, and any extension of the declaration would require a concurrent resolution by the General Assembly.

Additionally, the House will take up House Bill 2407 an election reform bill that will simplify notices required in the mail-in voting process. Additional election reforms are being discussed, as both chambers and the governor work to find agreements, just as all parties involved did in the election updates signed into law in the fall of 2019 and this past spring.

Votes on Second Consideration:

· HB 2407 (Rep. Garth Everett, R-Lycoming/Union): Would amend the Election Code to simplify notices that are required to be printed on absentee ballots and mail-in ballots.

· HB 2549 (Rep. Garth Everett, R-Lycoming/Union): Would allow a county to pass a resolution to move to the “green” phase of reopening after being in the “yellow” phase of reopening for at least 21 days.

· HB 2579 (Rep. Stephanie Borowicz, R-Clinton/Centre): Would designate a bridge carrying Pennsylvania Route 1010 in Clinton County as the Tech. Cpl. Lee R. Phillips Memorial Bridge.

· HB 2613 (Rep. Russ Diamond, R-Lebanon): Would require the Department of State (DOS) to develop a process in which deceased individuals are immediately removed from the SURE system.

· SB 1125 (Sen. Scott Martin, R-Lancaster): Would authorize school districts to extend the discount period and waive the addition of penalties for payment of school district real estate taxes due for the academic year beginning July 1, 2020.

· SB 1166 (Sen. Kim Ward, R-Westmoreland): Would amend the Pennsylvania Constitution to ensure rights of Pennsylvanians may not be denied during a disaster declaration due to a person’s race or ethnicity.

· SB 1188 (Sen. John Blake, D-Lackawanna/Luzerne/Monroe): Would prohibit the imposition of an admissions or amusement tax on railroads and exclude certain local tax revenues from the calculation of the aggregate amount of taxes imposed under the act.

· HB 2122 (Rep. Dan Moul, R-Adams): Would make updates to the garbage and other refuse materials provisions of the state borough code.

· HB 2135 (Rep. Clint Owlett, R-Tioga/Bradford/Potter): Would designate a bridge on a portion of U.S. Route 6 over the Tioga River, Mansfield Borough, Tioga County, as the Mansfield Veterans Memorial Bridge.

· HB 2141 (Rep. Dan Moul, R-Adams): Would allow local governments to use an alternative process to propose a new or amend an existing home rule charter.

· HB 2191 (Rep. Lou Schmitt Jr., R-Blair): Would designate a bridge on a portion of SR 4010 (17th Street) over Interstate 99 in Logan Township, Blair County, as the Honorable Richard A. Geist Memorial Bridge.

· HB 2219 (Rep. Lee James, R-Venango/Butler): Would add a member to the Mining and Reclamation Advisory Board.

· HB 2541 (Rep. Frank Farry, R-Bucks): Would allow the governing body of a county, in consultation with specified county offices and officials, to develop and implement a countywide reopening plan for businesses.

· HB 2571 (Rep. William Kortz, D-Allegheny): Would amend the borough code to add provisions regarding who can be appointed to positions.
