This Week's Laguna Beach City Council Actions:

City Council Begins In-Person Hybrid Meetings

At its meeting Tuesday, the fully vaccinated Laguna Beach City Council began in-person hybrid meetings in City Council Chambers with new plexiglass partitions installed between them. Members of the public wishing to provide comments in-person are able to address the City Council in Council Chambers while observing physical distancing and wearing a mask. After providing a comment, members of the public have to exit the room and can not stay to participate in further discussion. Zoom participation in the meetings will also continue.

City Council Approves Contract for Future Trolley Operations

At its regular meeting Tuesday, the Laguna Beach City Council approved a five-year contract for Trolley operations. Under the agreement, Trolleys would continue to be owned and maintained by the City, but operated by contract employees. Canyon, Coastal and Summer Breeze Trolley routes will start on June 25, with a new on-demand neighborhood pilot program beginning next fall.

City Council Approves City Hall Security Enhancements

At its meeting Tuesday, the City Council approved security enhancements for City Hall. The enhancements include the addition of 37 key card door locks and 23 interior and exterior security cameras for City Hall and City offices located at 479 Ocean Ave.

The Next Regular Meeting of the Laguna Beach City Council is Tuesday, April 20.

Caltrans Project Continues on Coast Highway at Main Beach

The California Department of Transportation (Caltrans) is working to replace the box culvert on Coast Highway at Main Beach. Traffic is reduced to one lane in both directions for the duration of the construction. Over the next few days construction crews are working to excavate around the channel, remove the pavement, and demolish the existing box culvert. The estimated completion date is May 24.

Upcoming Overnight Road Closures on Coast Highway at Main Beach Include:

  • Tuesday, April 13 from 8:00 p.m. until 8:00 a.m. while crews work to remove the existing sewer lines and construct a bypass. and replace the existing sewer pipes
  • Friday, April 16 from 8:00 p.m. until 8:00 a.m. to install the precast box culvert sections
  • Saturday, April 17 from 8:00 p.m. until 8:00 a.m. to remove the sewer bypass and replace the existing sewer lines
Signage will be posted to notify drivers of the closures. Please utilize the detour map route.

Laguna Beach Police Rescue Stolen Dog and Reunite Him With Owner

On Sunday night, an officer responded to Ralph’s in Laguna Beach after a report of a stolen dog. The dog owner had tied his 3-year-old Lhasa Apso “Beauderaux” to a bike rack and entered the store, but when he left, sweet Beauderaux was missing.

Store employees reviewed the surveillance camera and in it an intoxicated man was seen taking Beauderaux and driving off a silver sedan.

Shortly thereafter, dispatchers received a call reporting an intoxicated driver leaving a restaurant in the north portion of Laguna Beach, walking towards a grey Honda. Officers quickly located the Honda and stopped the driver in the 300 block of Cypress Drive.

Officers found scared little Beauderaux in the stopped vehicle and whisked him off to safety. The stolen dog was quickly reunited with his emotional and grateful owner.

The driver was charged with DUI and felony theft of the dog. He was later transported to Orange County Jail.

Give the Phone a “Break:” April is Distracted Driving Awareness Month

April is Distracted Driving Awareness Month, and the Laguna Beach Police Department encourages drivers to give the phone a break and focus on the road.

Throughout the month of April, Laguna Beach Police Department will have additional officers on patrol specifically looking for drivers who violate the state’s hands-free cell phone law.
“A driver’s number one focus should be on the road. Anything that distracts you from the task of driving, especially a phone, puts yourself and others at risk,” Captain Jeff Calvert said. “Not driving distracted is a simple, but significant behavior change.”

Under current law, drivers are not allowed to hold a phone or other electronic device while behind the wheel. Drivers under 18 are not allowed to use a phone for any reason, including hands-free.

Did you know? The new lines painted on Temple Hills Drive between Cerritos and Canyon View are traffic calming/ speed reduction markings. They are used to create an illusion to increase drivers’ perception of speed and cause them to slow down.
Overnight on Friday, April 9, between 12:00 a.m. and 6:00 a.m., Cox will be replacing equipment on a utility pole in the landscaped island on Park Avenue and Skyline Drive. The work requires an outage and has been scheduled to minimize service disruptions to residents. For more information, contact Todd Clay, Cox Representative, at (949) 563-8342.

Be Coyote Aware

Like most communities located in semi-rural areas, Laguna Beach has active coyote populations. Recently, residents have reported spotting coyotes in the City on Nextdoor.

Animal Services recommends that pets not be let outside during evening hours unless the owner is next to the pet to prevent a coyote attack.
