Orange County Health Officer Issues Amended Orders and Strong Recommendations to Help Slow the Spread of COVID-19
In light of recently-issued industry guidance by the California Department of Public Health and Cal-OSHA regarding places of worship and hair salons, the County Health Officer issued amended Health Officer’s Orders and strong recommendations Thursday to help slow the spread of COVID-19 in Orange County as more businesses move toward re-opening. They revise and supersede the May 23, 2020 Orders and recommendations.
OC Health Officer Order Regarding Face Coverings:
All Orange County residents and visitors shall wear a cloth face-covering outside their home when they are not able to maintain at least 6 feet of physical distance from another person who is not a family/household member or does not reside in the same living unit.
The face covering component of the Order does not apply to children under the age of 2; anyone who has trouble breathing, or is unconscious, incapacitated or otherwise unable to remove the cloth face covering without assistance; as well as individuals with a medical condition, mental health condition or developmental disability that prevents it.
In general, as long as you maintain a 6 feet of physical distance from others (excluding your household members), you are not required to wear a face covering. That means, you are not required to wear a face covering when:
- At home
- In the car alone or with members of the household
- When walking, hiking, bicycling or running alone or with household members

Laguna Beach City Hall Update
City employees are returning to City Hall next week to prepare for a gradual reopening to the public with appropriate safety protocols. Walk-in access with health screenings will be phased in over the next couple of weeks.

City Begins Issuing Outdoor Temporary Use Permits to Local Businesses and Restaurants on Monday
To support Laguna Beach business owners pursuing outdoor dining, signage and the outdoor display of merchandise, the City has streamlined the Temporary Use Permit (TUP) process and will waive all Temporary Use Permit fees through September 7, 2020.
Any Laguna Beach restaurant interested in outdoor dining or retail business wishing to display merchandise outdoors may submit a no-cost Temporary Use Permit (TUP) application to the City’s Community Development Department with a plan for how they will lay out a space that accommodates customers and meet physical distancing guidelines. This program is only available to businesses that currently operate from a fixed location within the City.

Restaurants with a liquor licenses must obtain approval from the State Alcohol and Beverage Control (ABC) to serve alcohol in an outdoor area. Temporary outdoor signage will also be allowed for 60 days for businesses owners that apply for TUPs.
Laguna Beach City Council Proclaims June 11, 2020 Official 'Day of the Laguna Beach High School Senior'
At its regular meeting May 26, the Laguna Beach City Council proclaimed June 11, 2020 the Official 'Day of the Laguna Beach High School Senior.'
The City Council is encouraging local business and residents to show appreciation and honor for LBHS seniors by turning on porch lights at 8:20 p.m. for a minimum of 20 minutes from June 1, 2020 to June 11, 2020.
"Due to the unprecedented times and impact of COVID-19 on our City and school community, a City-wide effort to recognize the Laguna Beach High School Senior Class of 2020 is acknowledged," the City Council proclamation reads.

Upcoming SDG&E Power Outage Scheduled
San Diego Gas & Electric has scheduled a short power outage on June 4 from 2:30 p.m. to 4:30 p.m. to replace a transformer.
The outage will occur near the intersection of 9th Avenue and Coast Highway in Laguna Beach and will affect the traffic signal and approximately seven other customers.
