ACCOUNTING

  • Staff entered 188 invoices for payment to vendors
  • The city issued 63 checks for 115 invoices
  • Accounting Department entered 26 journal entries to record transactions of the city
  • Staff sent one invoice to a customer for a miscellaneous transaction

CUSTOMER SERVICE

Both drive thru lanes are now open at City Hall during normal business hours of 8 a.m. - 5 p.m. The lobby remains closed at this time.

MUNICIPAL COURT

  1. There were no in-person court proceedings.
  2. 44 new citations were processed and filed in the court.
  3. One ticket was disposed of and closed.
  4. A total of $4,450.00 in fines and fees were collected from mail, web, probation and in-person counter payments.
  5. There were three open record requests, two certified disposition requests and two warrant dismissals processed.
  6. A total of 40 separate case files for the week were scanned into Courtware Software.
  7. The office has received 74 emails and responded to internal and external customers accordingly.
  8. There were 56 calls made and received from telephone customers.
  9. Mailed out 50+ packets with solicitor’s recommendation for entering a plea.
  10. Met with judge and solicitor regarding future court proceedings and office operations.
  • Five emergency leak calls investigated.
  • Eleven rectifiers inspected and five CP readings recorded.
  • Two inspections and unlocks completed.
  • One service call completed.
  • Eight meter stations painted.
  • One new service installed.
  • One leak repaired and road patch repaired.
  • Repaired one damaged farm tap station damaged by vehicle.

Incident Breakdown and Statistics

TRAINING

  • Captain Mike Jones (A shift) passed his NPQ Fire Officer 1
  • Continuing to work on departmental policies in Lexipol
  • Working on a department wide NPQ apparatus operator pumper and aerial certifications.
  • Prepping end of year training statistics for annual report.

Patrol

  1. On December 21, CPD officers arrested Jason Lee Schrimsher for theft of a motor vehicle and entering auto. Officers received a call of a suspicious white male in the area of Hwy. 278 and Robinson Street. Schrimsher entered a vehicle in the OCHO parking lot and was able to put it in neutral. However, the vehicle rolled down an embankment and got stuck. Officer Brian Shockley arrived and Schrimsher was still seated in the driver seat of the vehicle. Schrimsher was arrested and the vehicle was turned over to its owner.
  2. On December 21, CPD officers responded to a shoplifting at Walmart where the subject, Justin Kraai, ran after being approached by officers. He then disregarded orders while at gunpoint, got into his vehicle and left at a high rate of speed traveling towards Hwy. 278. Kraai was driving recklessly and CPD officers disengaged in the pursuit. A short while later, Kraai struck two vehicles while fleeing. Officers located the vehicle he was driving at the Bypass and Dearing Street. Officers searched the area and later arrested Kraai in the wood line off Dearing Street. Kraai was taken to the ER after he told officers that he had eaten rat poison. He also had two outstanding arrest warrants and the stolen items from Walmart were located in the vehicle.
  3. On December 22, CPD officers responded to a robbery on Puckett Street where a male stated he met another male to sell a dirt bike. The other male brandished a gun and stated, “Let me take it for a ride.” The male did not return the motorcycle. It was a 2017 Yamaha YZ 715, blue and white in color.
  4. On December 24, CPD officers assisted Monroe PD in serving felony warrants on David James McPherson. Officers located McPherson in the Ingles parking lot located at Turner Lake and Hwy 278. Officers attempted to arrest McPherson, but he fled in his vehicle. CPD officers subsequently disengaged the pursuit as McPherson traveled west on the Access Road. Later, Monroe PD officers located the vehicle in Riverside Mobile Home Park unoccupied and still running. Witnesses stated that McPherson got into another vehicle and left the scene. Warrants were taken on McPherson for obstruction and reckless driving.
  5. On December 25, CPD officers responded to a residence on Tara Drive about shots being fired into the residence. Officers found four .22 caliber shell casings in the roadway and could see where the residence had been struck. A neighbor’s surveillance camera captured small grey car, possibly a gray Hyundai Elantra, as the vehicle. It pulled to the front of the home and the front passenger fired the shots. Three .22 bullets were found inside the home by officers. On-call CID Sgt. Allan Seebaran responded, and the case was turned over to him.
  6. On December 26, CPD officers responded to an accident with injuries on the Access Road near LaQuinta Inn where a female struck a scooter with her car while traveling eastbound. The male on the scooter was transported to Piedmont Newton where he was pronounced deceased. Georgia State Patrol responded to the accident with a fatality. The female was arrested for DUI, homicide by vehicle in the firest degree and following too closely.
  7. On December 26, while CPD officers assisted GSP with traffic control at an accident with fatality on the Access Road, CPD Officer Robinson’s patrol vehicle was struck by another vehicle driven by Randy Price. Officer Robinson attempted to stop Price from traveling through, as the roadway was closed, pending the accident investigation, but Price kept driving and would not stop. GSP and Officer Yates subsequently stopped the vehicle and Price was arrested for DUI, hit and run, failure to report an accident and disobeying an officer while directing traffic.
  8. On December 26, CPD officers responded to a shoplifting at Walmart. Officers stopped a vehicle in the QuikTrip parking lot on Hwy. 142 in which the male shoplifter was traveling. Tommy Kell then got out of the vehicle and ran towards Chili’s. He then proceeded through the inside of the Hampton Inn, out the back and down the hill. Officers subsequently caught him behind the Scholastic Store and arrested him. All the items stolen from Walmart were returned to their loss prevention staff. Kell was arrested and charged with shoplifting and obstruction. A search of his person at the jail revealed he was hiding drugs on his person. He was also charged with crossing the guard line with contraband.

CID

CID Sgt. Allan Seebaran examined Person Crimes and Property Crimes CID Detectives worked for December 21, 2020 to December 27, 2020. He compared them with the previous two years and found the following results:

• PERSON CRIMES: From December 21 – December 27, 2018, there were 10 reported person crimes. For the same time period in 2019, there were seven reported person crimes and in 2020, for the same time period, there were six reported person crimes. The below are the compared statistics for December 21 - December 27:

  1. There was a 30% decrease (from 10 to seven) in reported person crimes from 2018 to 2019.
  2. There was a 15% decrease (from seven to six) in reported person crimes from 2019 to 2020.
  3. There was a 40% decrease (from 10 to six) in reported person crimes from 2018 to 2020.

• PROPERTY CRIMES: From December 21 – December 27, 2018, there were 19 reported property crimes. For the same time period in 2019, there were 15 reported property crimes and in 2020, for the same time period, there were 22 reported property crimes. The below are the compared statistics for December 21 - December 27:

  1. There was a 21% decrease (from 19 to 15) in reported property crimes from 2018 to 2019.
  2. There was a 46% increase (from 15 to 22) in reported property crimes from 2019 to 2020.
  3. There was a 16% increase (from 19 to 22) in reported property crimes from 2018 to 2020.

There have been over 591,100 confirmed cases of COVID-19 in Georgia and over 9,900 deaths. In the last two weeks, Newton County has had 631 confirmed cases of COVID-19.

Just a reminder that COVID-19 is a real threat to the health of our community even in 2021. Some who test positive are asymptomatic, but there are others who can develop severe, life threatening symptoms. Unfortunately, there's no way to know in advance which category a person will fall under. Please follow the above suggested guidelines to protect yourselves and others from the spread of coronavirus.
